The adults’ literacy skills don’t respond to the demands of the life in the information decade. the aim of the study was to explain the literacy concept in the higher health education system. It was a narrative review study. It was implemented in 2021-2022. The researcher searched the English databases from January 1998 to March 2022 as follows: Science Direct, PubMed, Elsevier, Ebschohost, Scopus, Springer, ISC, Taylor & Francis, ProQuest, Ovid and Google Scholar. The text of each article was checked to use the content based on the purpose of the study. It was analyzed by using the directed content analysis method. The steps of content analysis were as follows: 1) Setting the questions; 2) Selecting the desired sample (65 articles); 3) Choosing a content analysis approach (directed); 4) Planning the coding process (the analogical coding); 5) Implementing the encryption process; 6) Assessing the validation and the reliability; 7) Analysis of the encryption results. Finally, the results were classified as follows: 1) 23 goals of upgrading the literacy level in the higher health education system; 2) 6 contributory factors of upgrading the literacy level in the higher health education system; 3) 16 types of the literacy in the higher health education system; 4) 22 basic formations of the literacy concept in the higher health education system. The most important contributory factors were as follows: 1) Historical factors; 2) Literary factors; 3) Economical factors; 4) Professional factors; 5) Cultural factors; and 6) Social factors. It is necessary to consider into the illiteracy among the students in the higher health education system.
